Transfer of Ownership

In the event the permitted vehicle is sold during a valid registration year, the Venango County ORATV permit remains with the machine. The new owner must apply for a transfer of ownership at the Venango County Treasurer’s Office and submit the following: a completed ORATV permit application, proof of valid liability insurance, a valid bill of sale or vehicle title, and an $8.00 transfer fee. The new owner will assume the remainder of the previously paid registration term associated with the ORATV registration sticker.

Acknowledgment, Assumption of Risk, and Liability Waiver

The undersigned applicant (“Applicant”) seeks permission to operate an ATV, UTV, or snowmobile on designated roads within Venango County as authorized by ordinances adopted by participating municipalities. Use of these designated roads is strictly conditioned upon compliance with all applicable laws, including the Pennsylvania Motor Vehicle Code.

Assumption of Risk

The Applicant acknowledges and understands that operating an ATV/UTV on designated roads involves inherent risks, including the risk of personal injury, property damage, or death. These risks may increase due to weather, road conditions, vehicle condition, or operator experience. The Applicant freely and voluntarily assumes all such risks, known or unknown.

Waiver and Release of Liability

The Applicant, for good and valuable consideration and intending to be legally bound, hereby waives, releases, holds harmless, and forever discharges the Oil Region ATV Association, the County of Venango, and all participating municipalities and their representatives from any and all claims, demands, liabilities, actions, or judgments arising out of or relating to the Applicant’s use of designated roads under this permit. This waiver applies to all claims arising from ordinary negligence to the fullest extent permitted by law.

When will I receive my ORATV permit sticker?

Stickers will typically be mailed by the Venango County Treasurers office within 7 business days of application payment. 

Do I get a temporary registration until my sticker arrives? YES, you will receive 2 receipts after payment. The first is a generic receipt showing purchase price. The second receipt will show the ORATV logo and at the bottom states the receipt is good for 30 days as a temporary permit. CHECK YOUR JUNK MAIL FOLDER if you don't receive this receipt

Do I need a permit? I already ride these roads?

YES if you want to be legal you must have a permit on your vehicle.

Where does my permit sticker need displayed on my vehicle? 

 Once you receive your permit sticker it needs to be placed on the right (passenger) side window, roll bar or fender. Visible to passing vehicles.

If I sell my vehicle can I keep my permit?

NO, we followed DCNR lead on this one, the permit stays with the vehicle, The new owner will need to transfer the permit to their name at the County treasures office. 

Why did I receive a 2025 permit? 

​Honest answer... We got a little overly excited when we printed permits and ordered to many 2025 stickers. All 2025 stickers are valid until 12/31/2026​​​
